Facebook has purchased Instagram, a popular photo-sharing app, for roughly $1 billion in a combination of cash and stock. The sale is expected to close later this quarter and will bring Instagram's eight-person staff to Facebook.

The University of Illinois at Chicago ranked the 75 largest cities in America by their government's social media acumen. More than six times as many big city governments reached citizens via Facebook in 2011 compared to 2009; YouTube and Twitter grew fourfold and threefold, respectively.
